'Phe applicant submitted a site p]nn indicating the <br />genr,ral outline of the area to be used 'and the location for <br />i <br />I <br />the asphalt and concrete batch plants. <br />5. Excavation is expected to occur over a period <br />of fifteen years. Reclamation will taY.e place concurrently <br />as excavation for specific areas is completed. Reclamation <br />will result in a series of small lakes with banks and fill <br />areas to be reseeded. <br />6. The area is not greatly developed. However, <br />there are single family dwelling units in the area and many <br />farming operations. <br />..~.: <br />7_ Property owners and residents in the area appeared <br />and objected to the proposal on the basis that increased truck <br />traffic would create traffic problems on adjacent County Roads <br />and nearby State Highway, the adjacent County Roads that are <br />proposed to be used as haul roads are not paved and the dust <br />would be a health hazard and would further adversely affect crops <br />and that the proposal would be generally unsightly and incompatible <br />with residential uses. <br />B. The developer of the Ptarmigan Subdivision appeared <br />and objected to the proposal on the basis that it would be <br />incompatible with the Ptarmigan Subdivision since the.Ptarmigan <br />Subdivision is located on a bluff overlooking the proposed site. <br />9. Upon the testimony and evidence submitted, the Board <br />finds that allowing the batch plants as accessory uses in connection <br />with the sand and gravel extraction pit would not be consistent <br />with the health, safety and welfare of the citizens and inhabitants <br />of the area due to the fact that additional trucY, traffic would be <br />generated by the batch plants causing additional problems with <br />respect_ to dust and traffic control. <br />-2- <br />=r' <br />
