This decision is for site-specific actions with impacts in the local area. <br />The context of [his decision is typical of other coal projects on the Paonia District of the <br />GMUG, and would not measurably affect the region. <br />Societ No adverse effects are expected on society as a whole. <br />Intensity <br />1. Consideration Of Beneficial And Adverse Impacts. Consideration of beneficial and <br />adverse impacts has been made in the EA (pp. 10-26). Impacts of this decision will be <br />similaz to that ofprevious GVB installation decisions. Although both beneficial and <br />adverse effects are disclosed, none are severe enough to be considered significant. <br />2. Consideration of Public Health And Safetv. Public health and safety issues pertaining <br />to public safety on roads to be shared with drill traffic (EA, pp. Section 3.D) and safety of <br />underground miners (EA, Section 1.A and l.C) were considered in the EA. <br />3. Consideration of Unique Characteristics Such As Proximity To Historic Or Cultural <br />Resources, Pazk Lands. Prime Farmlands. Wetlands. Wild and Scenic Rivers. Or <br />Ecologically Critical Areas. Historic and cultural resources aze addressed in the <br />following Item 8. There are no prime farmlands, rangeland, or forest land as defined in <br />the Secretary of Agriculture's Memorandum Number 1827, Supplement 1, identified on <br />the Forest. Wetlands would not be affected, as no delineated wetlands exist in the project <br />area. There aze no pazklands or Wild and Scenic rivers identified in the Forest Plan. The <br />azea of my decision has not been identified by any source as an ecologically critical azea <br />(Project File -Biological Assessment and Evaluation). <br />4. Consideration Of The Degree To Which The Effects On The Oualit~Of The Human <br />Environment Are Likely To Be Hiehly Controversial. This decision is not unique, coal- <br />related drilling decisions have been made on the Forest for the past 10 yeazs (EA, Chapter <br />5). The quality and use of the human environment in the project azea aze understood, <br />have been analyzed, and aze not highly controversial. Scoping on the proposed action <br />and solicitation of comments on the EA and pre-decision demonstrated that there is <br />minimal public controversy over potential effects. Information or data that would <br />demonstrate the effects are highly controversial have not been brought forward. <br />5. Consideration Of The Degree To Which The Possible Effects On The Human <br />Environment Are Highly Uncertain Or Involve Unique Or Unknown Risks. This <br />decision is not unique for this area, as coal-related drilling projects have been previously <br />approved in this, and other locations in proximity. The Forest has experience in <br />implementing and monitoring similar projects, the effects of which have been found to be <br />reasonably predictable. No effects from this decision would be classified as highly <br />uncertain or involving unique or unknown risks. <br />6. Consideration Of The Degree To Which The Action May Establis}t A Precedent For <br />Future Actions With Significant Effects Or Represents A Decision In Principle About A <br />
