• DESCRIPTION OF PROJECT
Western Slope Carbon ('dSC) is proposing to increase production from their
llawks Nest Tfine near Somerset in Gunnison County, Colorado. Expansion
includes adding another portal and increasing the capacity of the rail
loading facility to handle a maximum of 1.5 million tons of coal per year.
Emission estimates made by the State of Colorado are listed below. The only
pollutant emitted in significant amounts is particulates.
PARTICPLATE E?fISSIO':S (TONS/YR)
Source Emissions
Conveyors 17.0
Transfer Points 18.7
Crushers 6.8
Stockpile 39.0
Truck Loadouts 2.8
Truck Dump 2.6
Rail Loadout 3.0
llaul Roads 0.6
TOTAL 90.5 TPY
•
An evaluation of air quality impact was performed using a baseline of 72.9
ug/m3 which is the expected maximum off-site concentration due to the already
processed permit for Atlantic Richf ield Company's (ARC O) Ptt. Gunnison project.
Maximum expected concentration due to IdSC is 72.3 ug/m3. The sum of the two
projects (145.2 ug/m3) is less than the appropriate National Ambient Air
Standard of 150 ug/m3. However, fu rther development may be precluded due to
tl~e deterioration of air quality.
The Division intends to issue the required permits at the end of the public
comment period unless significant public input justifies otherwise.
Colorado Department of Health
• Air Pollution Control Division
10-23-80
