L-82-054 <br />Dear Mr. Hendricks: <br />In reviewing the approved drainage and sediment control plans for the mine <br />site recently, a concern has arisen which we will need to resolve before a <br />permit renewal could be issued. We are requesting that you address the issue <br />as discussed below, along with the previously identified concerns, by <br />June 1, 1990. <br />Appendix 5-2 of the permit application indicates that design criteria for all <br />of the various diversion and collection diiches at the mine, including the <br />proposed permanent channel realignment of Carbon Junction Drainage were based <br />on handling runoff from the 10-year, 24-hour precipitation event. In order to <br />comply witn the requirements of kule 4.09.1(5) and 4.05.2(7), the permanent <br />channel realignment as well as diversions above the fill and collection <br />channels which receive runoff from the fill would need to be designed and <br />constructed to safely pass the runoff from a 100-year, 24-hour precipitation <br />event. 7ne criteria would apparently apply to Diversion Ditch No. 2, the past <br />Fill and West Fill downdrains, and the permanent channel realignment. <br />Upon completion of the approved mining and reclamation plan, flows from Tarpon <br />Junction Drainage above the disturbed area would be routed around the excess <br />Spoil fill via the permanent channel realignment. However, lrwasures to insure <br />that f]ows from the drainage above the fill would be diverted away from the <br />fill into stabilized cnannels off the fill during operational and construction <br />phases are not specified. <br />
