All structures will be removed except the bathhouse
building and the area will be regraded to the final reclamation
contour. Topsoil will be imported and placed on the regraded
disturbed area. Weather permitting, the area will be reseeded,
mulched 'and fertilized prior to winter snow.
2.05.4 t2) Cc) Backfilling and Grading
The entire yard
original contour, le.
Creek. Information
establishing this fact is included at the end of this section.
Approximate original contour cannot be achieved at the Apex #2
Mine bench area for a number of reasons.
Plate R-1 shows the layout of the site and the contours which
have existed on the site well before August 8, 1977. The mine
bench is approximately 850 feet long and 10-25 feet wide. It
connects to Routt County Road 29 at both ends of the bench, which
slopes down to the road from the 3 drift portals. r
Cross-Section R-1 is located in the middle of the mine bench
area and is representative of the entire length of the bench,
except that the height between the bench and Routt County Road 29
lessens as one travels away from the portals. The plan view of
Cross-Section R-7 is shown on Plate R-7.
If it is attempted to completely backfill the highwall, as
shown by Grade #2 on the cross-section, a 1.OH;1.OV slope must be
used. No bullda~er or other earthmoving equipment can safely
place equipment at this steep slope, nor could proper compaction
be achieved. Without proper compaction, a 1.OH;1.OV slope would
be unstable. Experience with slopes and fills of many types and
placement techniques has shown that this slope would probably
~E/r_ rq~ 18.2
