constructed to safely discharge [he 25 and 100-year, 24-hour storm event. The embankment <br />will be constructed to be stable and provide adequate freeboard. Therefore, based on the <br />design, this structure complies with the appropriate regulations for a sedimentation <br />structure. Peabody Coal Company will periodically inspect the structure for sediment <br />storage, structural integrity, and hazardous conditions. Maintenance and remedial work <br />will be performed in accordance with the approved mine permit. The final permanent <br />impoundment design evaluation will be submitted for approval to LMLRD a minimum of one <br />year prior to bond release. <br />Preliminary Construction Plan. Construction will be performed in such a manner to adhere <br />to standard and sound engineering and construction practices. The following narrative <br />lists the various phases of construction and a brief description far each phase: <br />1. Clearing and Grubbing - All trees, logs, brush, sod, and debris of all kinds, both <br />standing and fallen will be cleared and disposed of ui th out damage to adjoining <br />property. <br />2. Topsoil Removal and Placement in Designated greas - qll recoverable topsoil <br />containing organic or other deleterious material will be removed and placed in <br />designated areas. Estimated depths of topsoil that will be removed are shown on <br />Exhibit 9-t "Soil Types and Topsoil Salvage Map" in the Seneca II-Y Permit <br />Application. All topsoil removal and placement operations will be performed in <br />accordance with Colorado Rules and Regulations. <br />3. Earthwork - All work covered by this section consists of hauling, wetting or drying, <br />rolling, and other operations for constructing and preparing the earthwork in <br />accordance with standard sound engineering and construction practices. <br />A. Excavation. Excavation will consist of the removal and satisfactory placement <br />of all materials to lines, grades, and cross section for construction. Grading <br />will be done to conform with the typical sections. <br />1- Slopes. Slopes of all excavations will be cut true and straight and all <br />loose stones, boulders, roots, and stumps in the slopes will be removed. <br />2. Benches- Benches wilt be cut into the existing slopes to form "keys" far <br />the dam embankment [o better adhere to the existing slopes. <br />3. Disposal of Excavated Material. Any excavated material in excess of that <br />required for [he dam embankment will be hauled to the mining area for <br />disposal. <br />4. Unsuitable Material. Any unsuitable material encountered shall be disposed <br />of in accordance with Colorado Rules and Regulations. <br />13-3-14 Revised 03/13/92 <br />
