The proposed use is consistent with the Weld County Comprehensive Plan. <br />Historically, the proposed expansion azeas have been u.sc~i primarily for livestock grazing. <br />Soils are suitable forpasture lend. The extraction of mirnKal resources will not result in a <br />significant loss of prima agricultural land. <br />The properties aze located within Weld Counry's Mixed-IJse Development (MUD) azea <br />Post-mining conditions will be suitable for urban open sp.tce and recreation areas. This is <br />cetnpatibie with surrounding post-mining land use. A ! OU-foot buffer will be left along St. <br />Vi yin Creek, leaving riparian habitat undisturbed by the mining operations. Following <br />mitring, the area will enhance the quality of the MUD by providing open space for w7ldlife <br />movement and visual qualities. <br />Weld County crcowages industrial development thaz is appropriately located in relation to <br />surrounding land uses. Mining is currently a major local land use, The operator will exlerd <br />existing industrial operations and continue to contribute trx revenues and employment <br />oppcrtunities to the area. The development is self-supporting and will provide local relief <br />wirh respect to county road maintenance expenses. <br />Tlr•a proposed expansion areas are located in Weld County's MUD azea along 1-25 that ~2I1 <br />be developed in response to urban growth presswes. Because the majority of the site is <br />located within the 100-year flood plain of St. Vrain Creek. \Veld County classifies [he area as <br />having "limiting site factors" due to flood hazard potential. Weld County Department of <br />Planning Services considers land with limiting site factors to be suitable for agriculture, <br />recreation and wildlife uses. The site will be reclaimed as open space with wetlands, ponds <br />and upland meadows. The post-mining land use includes recreation and wildlife habitat. The <br />final reclamation plan has been developed in conjunction with Longmont Parks and <br />Recreation to ensure compatibility of the post-mining land-use with the long term planning <br />goals of the area. <br />1n n:sponse to urban growth iu the area, the southcm sections of the Peschel and Bi¢elow' <br />properties tnay potentially be developed as residential areas by the landowners after the <br />completion of reclamation. <br />8.
