Will any of the surface water rights along the length of <br />the creek in the area of mining, especially Q, R and P noted on the map <br />and table, be affected by changes in runoff drainage pattern during or <br />after mining? <br />Vegetation - Exhibit J <br />15. Although grass species are identified in Exhibit J, no percentage <br />distribution among species (diversity), or percentage ground cover is <br />provided: If the proposed seed mixture is not adopted, please provide <br />this information. <br />Reclamation Costs - Exhibit L <br />16: The inclusion of the cost for hauling topsoil stockpiled from the first <br />cut to the last cut as mentioned on page D-2 was not included. This cost <br />should identify whether scrapers or loader/truck teams will be used. <br />Unit cost should reflect the long haul distance involved: Cost for <br />grading and revegetation should also be included in this item. <br />17: The topsoil respread not accounted for, as noted in comment No.6, needs <br />to be addressed in the reclamation cost estimate: <br />18. The cost estimate assumes three (3) one-half mile passes have been cut as <br />described on page L-1: If the 1:5 acre area of cut is divided by this <br />length, a width of only 8.25 feet results. Is this correct? If not, <br />should the cost for reclaiming a larger initial cut be included in the <br />estimate as a fixed cost as this area will not be reclaimed until mining <br />is completed in each phase? Please clarify. <br />19: No cost for railroad spur demolition has been included. The estimates <br />used by the Division are E8.77 per lineal foot for tie and track <br />removal. Salvage costs may offset part of this: Please comment. <br />20: The cost for grading topsoil; as noted in item 8 of the table and comment <br />No. 8, needs to be addressed. <br />
