Cottony <br />Division Director <br />/ Natural Resource Trustee <br />RE: M-2007-031 Scott Blue # 2 Permit Application adequacy. <br />Dear Mr. Scott, <br />The Division has reviewed your permit application for a 110 which converts the <br />entire NOI covered under P-1998-003 covering a total of 1.7 acres. The 110 <br />permit proposes to utilize the areas permitted under the NOI and not expand the <br />affected acreage. Once the permit is approved the N02, will be terminated. The <br />operation does not plan to utilize any kind of chemicals to extract the gold <br />and no chemicals of any kind are allowed to be stored on site. <br />The review of the 110 permit application has the following comments. <br />I) Exhibit "B" Site Description. <br />a) Under the exhibit you stated that "This is a zero discharge mine". Yet <br />above the statement you said the facility has a Colorado Discharge <br />Permit. If it is a Zero discharge permit, what is the waste water <br />discharge permit from CDOH&E? Please Explain. <br />II) Exhibit "C" Mining Plan. <br />a) Under the exhibit, you stated that "the depth of trench will not exceed <br />60 feet maximum and 60 feet maximum width. The processing area will <br />consist of 100 tons? Hour maximum. Waste water from this operation will <br />then enter a series of three small inter connected settling ponds to <br />allow the filtering of sediment particles before it is returned to the <br />retention pond. This is a closed system loop water recycling system and <br />therefore zero discharge. The wash plant requires 300-600gpm to operate <br />efficiently". Where is the location of these settling ponds? <br />b) What is the source of your water? <br />c) Are the current existing lined pond and the trenched area going to be <br />the two ponds? Since the trench was also noted with lots of water from <br />the storms that occurred in the area, how do you plan to process ore <br />during an event, which will likely fill up the trench, which appeared to <br />be your mining area? <br />d) Are there plans to construct a diversion structure to convey the water <br />away from the trench, since it is in the middle of the ephemeral gulch? <br />Please explain. <br />e) At the rate your operation is envisioned to operate, Tuesday thru <br />Saturday, unless your waste water discharge permit listed under Exhibit <br />"F" covers the probable discharge from the ponds, or these ponds are <br />Office of Office of <br />Mined Land Reclamation Denver Grand Junction Durango Active and InaRive Mines <br />
