INTRODUCTION <br />The 15 Road Pit, located approximately 2.0 miles northwest of the town of Fruita, Colorado in Mesa <br />County, is located on the property immediately east of the Gilsonite refinery between Highway 50 <br />and Interstate 70. The refinery site has been disturbed by chemical operations for many years but the <br />land immediately to the east, which is owned by United Companies, has been primarily used for <br />irrigation and grazing. The permit area is 188.54 acres and grave] will be mined from an area of <br />approximately 158 acres, leaving lakes with a wetland fringes upon reclamation. It is currently <br />planned that areas of land around the lakes would be used for industrial/commercial use, which is in <br />concurrence with the master plan of the City of Fruita, although the site is not within City limits. <br />A powerline and gas line exists on the site which will not be moved. The lakes will leave buffer areas <br />for these lines. <br />Since the gilsonite refinery and associated dump areas, evaporation ponds and other disturbance was <br />part of a compliance order issued by the Colorado Department of Public Health and Environment, <br />(Compliance Order No. 98-06-OS-Ol), an issue arose concerning the potential for contamination <br />moving east to this property as the result of pumping water from the excavation. The applicant and <br />the CDPHE do not feel that any contaminants will move east to the United site, however, this issue <br />has been addressed in this application. <br />The actual permittee is O]dCastle SW Group, Inc. dba United Companies of Mesa County. In many <br />instances in the application, the name is shortened to United Companies. <br />IS Road Pit 10/02 <br />
