Topography is flat in nature and slopes southwesterly to the River. The property is currently zoned <br />AFT (agricultural, forestry, transitional) and will require the special use permit from Mesa County <br />to allow the gravel pit. <br />2. SURROUNDING LAND USE <br />Surrounding land uses are considered to be "low" and "high" intensity. See Map C-1 for details. <br />West The dominant land use in the area west is industrial in nature consisting of an abandoned pe- <br />troleum refinery. Recently, storage tanks and other facilities on the site are being leased and are <br />being used. This use is immediately west of 15 Road, which separates the United lands from the <br />refinery lands. The refinery site east of the permit area includes refinery buildings, tanks, 3 oxida- <br />tionponds and 2 evaporation ponds and a landfill for solid waste generated by the former refinery <br />facility. All of the existing land use is zoned "industrial" and has been disturbed for decades. The <br />area is part of a compliance order issued by the Colorado Department of Health, (Compliance Order <br />No. 98-06-OS-Ol), for both solid and liquid contaminants. Benzene, petroleum hydrocarbons and <br />other contaminants are present on the site and have been cazefully monitored by the CDPHE and <br />the site owner (Fruita Marketing and Management, Inc.) for years. Elam Construction, Inc. is plan- <br />ning agravel pit immediately downgradient of the waste site and some of the contaminated areas. <br />After careful analysis, the CDPHE has issued an approval to allow gravel mining on the site under <br />the conditions of a Waste Management Contingency Plan, which has been approved by all parties <br />for that site. <br />South Low intensity land uses consist of land owned by the Colorado Division of Parks and Out- <br />door Recreation located adjacent to the southerly permit boundary. This land was recently deeded <br />to the Division of Parks by United Companies. Immediately south of the Parks land is Interstate 70 <br />and then the Colorado River. <br />15 Road Pit 10/02 <br />
