2.05.3 <br />environmental values or cause additional contributions of suspended solids <br />to steamflow or to run-off outside of the permit area. <br />The majority of the traffic on the light use roads is comprised of all terrain <br />vehicles (four-wheelers) or small trucks. The light use roads were used <br />during 1995 and 1996 to gather environmental baseline information and were <br />found to be constructed to adequately support the volume and weight of the <br />vehicles utilized. <br />No part of the light use roads are located in the channel of an ephemeral <br />stream where the upstream watershed is over one square mile. The light <br />use roads are not located in any intermittent or perennial streams. <br />Most of the light use roads used for monitoring are pre-existing roads. <br />Therefore, the location, design and construction specifications listed under <br />Rule 4.03.3(2) & (3) do not apply. <br />The light use roads do not cross flowing steams, wet areas or ephemeral <br />channels where a culvert would minimize the probability of disturbance ofthe <br />hydrologic balance. Therefore, no culverts are orwill be installed forthe light <br />use roads. <br />No surfacing will be utilized forthe fight use roads. The light use roads will <br />be maintained adequate for the intended use of the roads which is access <br />to environmental monitoring stations. <br />During 1999 a light use road was constructed to access a drill site in <br />Freeman Gulch. A vent opening will be developed on the drill site, therefore <br />the light use road will be utilized to monitor the vent opening and site. The <br />light use road is approximately 2,800 feet long with an overall average grade <br />of 5%. The first 1,600 feet has an average grade of 10%. The next 300 feet <br />has an average grade of -16%. The next 350 feet has an average grade of <br />7%. The next 200 feet has an average grade of -8% and the final 150 feet <br />has an average grade of 6%. There are two 50 feet segments and one 200 <br />foot segment of the road where the pitch grade exceeds 20%. The drainage <br />area above the point where this road crosses Freeman Gulch is less than <br />one square mile. An 18-inch diameter culvert will be installed where the light <br />use road crosses Freemen Gulch. This light use road will be reclaimed. <br />Light use roads will be constructed to access drill pads for Gob Vent <br />Boreholes.
