Only following the <br />completion of testing which verifies the durability of the refuse could <br />the thicker uncompacted lift procedure be utilized. Durability sampling <br />and testing should be completed and certified to the Division by a registered <br />professional engineer, Licensed to practice in the state of Colorado. <br />Configurat.'on of the Fi11 Terraces <br />Section 30 CFR 817. 74 (g) specifies the required configuration of terrace <br />benches and terrace ditches. Terrace benches are required to be graded ~ , <br />to a 5e slope towards the embankment. Terrace ditches should have a 5~ <br />cross slope towards the peripheral drainage channels. Northern Coal's <br />application specifies 2c slope towards the embankment and fails to state <br />a terrace ditch cross slope towards the peripheral ditches of the fill. <br />The application will have to be amended to provide the proper terrace <br />and ditch slopes to conform with the required specifications. <br />waste Material Effluent Quality and Limitations <br />Section 30 CFR 817. 7I(a)(Z) states that leachate and surface runoff from <br />the fill may not degrade surface or groundwaters or exceed the effluent <br />limitations of 30 CFR 817.42. No waste material, leachate or effluent <br />quality analyses are contained within the application. Roy Cox is <br />currently reviewing the application and will provide you with required <br />analyses to be submitted by the applicant in order to make the application <br />complete. <br />Roadway Construction <br />Page 13-19, Section 13.4.1.4 incorrectly cites the class II roadway design <br />and construction requirements as being contained within section 30 CFR 817.163 <br />_(d)(11). The correct citation should be section 30 CFR 817.162(d)(11). <br />Particular care will have to be exercised if waste materials are utilized <br />in roadway embankment construction, in order to avoid contamination with <br />organic material, coal or coal blossom. <br />(cont' d) <br />
