i~ <br />introduction <br /> <br />The Division has received an application for a permit renewal to conduct <br />surface minind and reclamation operations at the Larbon Junction Mine. Tne <br />mine is located in La Plata County, Colorado. The permit area encompasses <br />approximately 530 acres within Section 4, T34N, R91+': Section 33, T34 1/2 td, <br />R9N'; and Section 33, T35N, R9K, New Mexico P.M. <br />This document is the decision packaoe prepared by the Colorado Mined Land <br />Reclamation Division (the Division) for the Carbon Junction Mine. This <br />document includes: 1) the recommendation that the 1lined Land Reclamation <br />Board (the Board) issue a decision to deny the permit renewal application: <br />2) a summary which includes a history of the review of the permit application, <br />a description of the environment affected by the operation and a description <br />of the mining and reclamation plan; and 3) the written findings the Division <br />has made as required by the Colorado Surface Coal Mining Reclamation Act. <br />Detailed information concerning the required findings of compliance can be <br />found in the Regulations of the Colorado Mined Land Reclamation Board for Coal <br />Mining. <br />Recomrtnendation to the Fiined Land Reclamation Board <br />The Colorado (dined Land Reclamation Division is recommending denial of an <br />application for renewal of Permit ~-82-054. <br />Tne application was submitted by Pueblo Coal Incorporated, for the Carbon <br />Junction Mine. This recormendation is based on a findine that the operation <br />is not in compliance with all reguirerro nts of the Colorado State Program as <br />found in the Colorado Surface Coal Idinino Reclamation Act, C.R.S. 3---33-101 <br />et seq., and the regulations promulgated pursuant to the Act. Specific <br />reasons for this recommendation to deny are getailed in the 'findings section <br />of this document.
