<br />SPCC Plan -Cooley Reservoir & Wildlife Area <br />January 13, 2000 <br />6.0 SECURITY <br />The facility is fully fenced with a 6-foot chain link fence tapped with barbed wire. The master flow and <br />drain valves on the tanks are to be locked in the closed position if direct outwazd flow of oil could occur <br />if opened. There are no manual drain valves on the secondary containments. Electric power to fuel <br />transfer pumps and air to pneumatic pumps aze to tamed off in the locked shop or trailer, whenever the <br />facility is unattended. There aze no out-of-service pipelines at the facility. Facility lighnng appeared to <br />be sufficient for night time operations. - <br />7.0 PERSONNEL TRAINING <br />Personnel are to be instructed in the operation and maintenance of equipment to prevent the discharges of <br />oil, and in the applicable pollution control laws, rules and regulations. The plant manager (see cover <br />page) is accountable for oil spill prevention at the facility. Personnel attend weekly safety meetings <br />where topics such as operation. security, inspection, and spill prevention and cleanup are discussed. <br />Genera] procedures for oil storage and spill prevention include: <br />• Oils (e.g., petroleum, oils, lubricants, waste oil) should be poured or pumped carefully to prevent <br />spilling. Absorbents and tools for spill cleanup should be stored near high use areas where there <br />is potential for spillage. <br />If a spill occurs, all attempts will be made to stop the flow of the spill and contain the spill <br />immediately. Spills should be cleaned up immediately with sorbent materials. Spills of oil (e.g., <br />petroleum, oil, lubricants, waste oil) that exceed the volumes shown on the report cover page <br />must be reported as indicated. <br />Absorbents, dirt, trash, or other solid materials used to clean up spills should be placed in a non- <br />leaking container and disposed in accordance with applicable regulations. <br />8.0 SPILL NOTIFICATIONS AND REPORTING <br />A spill of a harmful quantity of oil (e.g., petroleum, oil, lubricants, waste oils) is reportable to Aggregate <br />Industries, West Central Region management and several agencies as indicated on the cover page. <br />In addition to the notification required for spill events, a written report to the Regional Administrator of <br />the EPA is required within 60 days when either of [he following occurs: <br />• A single spill event during which more than t,000 gallons of oil are dischazged into or upon the <br />navigable waters of the United States, or <br />• Two or more spill events of a harmful quantity of oil within a 12-month period. <br />
