• is temporarily or fully completed and no more additions or withdrawals of topsoil are to
be made within a 180 day time period. Topsoil stockpiles will be stabilized primarily by
perennial plan[ establishment. The seed mixture, seeding method, and seeding rate for
long-term topsoil stockpiles is described in the Revegetation Plan, Tab Z0, Seed Hixes and
Planting Lists section.
Establishing vegetative cover will aid in overall stabilization and erosion control of
stockpiles. Vegetative cover will aid in reducing runoff and raindrop impact and will
increase moisture infiltration by maintaining the upper soil surface in a friabt e,
noncrusted condition. Organic matter, soil nitrogen, end micro-organism activity will be
maintained or enhanced by the seeding of deep rooted species or species with fibrous root
systems.
The height of stockpiles will be restricted to less than 20 feet, when possible, to
pr evens excessive wind erosion, soil compaction, and anaerobic reducing conditions at the
stockpile bases.
• Topsoil Replacement
The Hayden Culch Permit c-80-003 indicated topsoil would be replaced once facilities had
been dismantled and the land recontoured to blend into the surrounding topography. Bond
calculation figures approved for the facilities on April 4, 1985 indicate about 6 inches
of topsoil (40,000 cubic yards, distributed over 54 acres) could be replaced on the
railroad and loadout facilities. Topsoil evaluations provided by Inter Mountain Soils
(Tab 9) verified sufficient suitable topsoil exists to reclaim the disturbed areas.
Topsoil will be replaced only when the approved postmine contours are achieved and when no
additional disturbance is anticipated. Topsoil will not be replaced on temporarv
reclamation sites such es haul road ditches, cut slopes and fill slopes; pond embankments
and spillways; and diversion ditches unless stabilization or temporary revegetation
problems occur. Temporary reclamation sites have been and will be seeded end stabilized
as described in Tab 20, Revegetation Plan. Topsoil will be replaced within the
aforementioned areas once the final reclamation is achieved.
• Topsoil was replaced on [he railroad embankment cut and fill sites es described in Tab 9
end shown on Exhibit 9-1. This soil material will be salvaged prior to final grading es
7
