Your letter of February <br />18, 1999, outlined the Conditions that still needed to be addressed. The Conditions are as <br />follows: <br />~/ 3b. The Weld Coztnty• Health Department has approved a system of monitoring <br />wells to detect impacts on nearby groundwater uses and residents. As we <br />discussed, a monitoring plan has been submitted to Trevor. We are <br />awaiting his approval. <br />j 3c. An emissions permit has been obtained from the Air Pollutiotz Control <br />Division, Colorado Department of Health, for fugitive dust and source <br />emissions. The approved emissions permit has been obtained. A copy is <br />attached. <br />3d. A NPDES Permit has been obtained for the Water Quality Control <br />Division of the Colorado Department of Health. The approved NPDES <br />has been obtained. A copy is attached. <br />3f. A 409 Permit has been issued by the .9rmy Corps of Engineers, if <br />applicable. As we discussed, no regulated activities will disturb <br />jurisdictional wetlands therefore, a 404 Permit is not necessary. <br />Sa. Prior to recording the Special Review Plat, mt off-site Road Improvements <br />and Maintenance Agreement shall be approved by the Board of County <br />Commissioners. This agreement has been submitted to the Weld County <br />Public Works Department.
