• be stable, evidencing no indications of cracks, deep rutting, <br />settlement, or slope instability. Sidecut slopes are insignificant and <br />cut slopes stability is not a problem. The road drains a small area <br />within the cut slopes; therefore, the volume of runoff within the road <br />is insignificant. <br />The constructed location is shown on Exhibit 12-1, Operations Plan. The <br />road was located to provide a more efficient location and to minimize <br />disturbance. The original C-4 Haul Road was not constructed and the <br />original C-3 Haul Road was constructed at the existing location. This <br />allows Peabody to use the C-3 Haul Road as the middle ramp into the Wolf <br />Creek Mine area instead of having two haul roads. When the existing C-3 <br />Haul Road was constructed, it was constructed in a location where it <br />would better follow the existing grade off of the C-1 Haul Road; thus, <br />the road created less disturbance and is stable.
