Mountain Coal Company Exhibit 69
West Elk Mine Sylvester Gulch Facilities
The total disturbed area at the substation will be approximately 2.15 acres,
including the truck turnaround and cutslope behind the substation. Approximately
4,200 CY of topsoil from the substation area and cutslope will be stripped and
stockpiled near the site in Topsoil Pile #3. Net subsoil excavation for the site is
approximately 74,000 CY which will be used as fill material in other locations
and/or temporarily stockpiled in Live Subsoil Storage Pile #2. Cut slopes and the
topsoil pile will be mulched and hydroseeded as soon as possible after construction.
Erosion and drainage control for the substation, Live Subsoil Pile, and topsoil pile
will be achieved through the use of diversion ditches, straw bales, silt fence, etc.,
where appropriate. A small area exemption demonstration for this area is provided
in Exhibit 66.
Transmission Line and Distribution Powerlines
A new 46KV high voltage transmission line will be built from Colorado Highway
133 to the new substation. Construction, and eventual salvage of this transmission
line will be accomplished by Della Montrose Electric Association (DMEA), which
will maintain and own this line. A high voltage switch will be mounted on a double
pole structure within the highway right of way and connect to the existing 46 KV
transmission line at that location. Three 477 Aluminum Cable Steel Reinforced
(ACSR) cables and a 4/0 ACSR static line with integral fiber optic cable will be
routed southward on a combination of single pole, double pole and steel structures,
approximately 7200 feet to the new substation. Approximately seventeen 65 foot
wooden poles will be installed. Two lattice-type steel structures approximately 150
feet high will be built on individual concrete foundations approximately 4 foot by 4
foot by 6 foot deep at each of four legs (8 total). One self-supported steel pole
structure approximately 80 feet high will be built which will require a caisson type
concrete foundation approximately 4 foot diameter by 30 feet deep.
Approximately 1,500 feet of the transmission line will span existing disturbed areas
of the mine site. Approximately 3,500 feet of the transmission line will span
undisturbed areas. Brush crushing approximately 30 feet wide beneath the line will
be required along the line in the undisturbed area. The remaining 3,200 feet of
transmission line will parallel new light use roads which will be built to provide
occasional maintenance access to the transmission line. Topsoil salvage and
excavation fill quantities associated with constmction of the transmission line
support structures are discussed in the paragraphs below describing the light use
road construction.
Distribution power lines will be built from the new substation to the shafr sites,
existing Sylvester Gulch fan, and the electric borehole location. Approximately
7,500 feet of overhead distribution, consisting of 5,700 feet of nine 336 ACSR
cables and a static line and 1,800 feet of three 336 ACSR cables and a static line
will be built on single pole wooden structures. Approximately thirty 50-foot
7 Nov. 1996 PR07X; Revised Ma~~ 1997 MR216
RerisedJul. /997 MR2f9; Revised Junc 1003 MR197
