Mountain Coal Company Exhibit 69 <br />West Elk Mine Sylvester Gulch Facilities <br />reconverted to a light-use road (Sylvester Gulch and the substation roads), fill from other <br />areas will be placed in the toe of the cut, graded, and compacted to reestablish the light- <br />use road width. Where engineered embankments exist, the light-use road width will be <br />established on the fill side of the road such that removal of the geogrid type stabilization <br />fabrics is not required, Stone slope facing will be covered with soil and revegeta[ed. <br />The Sylvester Gulch road has been approved as a permanent facility. The road is <br />currently an access road which is maintained to provide access to the Sylvester Gulch <br />fan. Other than some minor cut and fill in the area of the fan, the road was approved as a <br />permanent facility (see Exhibit 42). With the proposed facilities to be located in <br />Sylvester Gulch, the road will be upgraded to a haul/access road and the alignment will <br />change. Upon final reclamation, the road will be reclaimed to a light-use road, and will <br />follow the new alignment and not the alignment that exists currently. The substation <br />access road will also remain upon final reclamation, but reduced to a light-use road, <br />similar to the current road in this area. All other roads (including the Electric Borehole <br />road) will be reclaimed upon final reclamation. <br />The retention of roads within the Sylvester Gulch area meets the post-mining land use of <br />grazing and wildlife habitat. Only pre-existing roads (previous to mining) will be <br />retained to allow public access to federal lands. <br />Post-mining contours and cross-sections of the reclamation in comparison to pre-mine <br />and post-construction contours can be found on Map 58A and 59A, respectively.
