Box 1240 <br />Grand Junction, Colorado 81502 <br />RE; Latham-Burkett <br />FILE #: 83-13 <br />Uear Mr. Ruckman: <br /> <br />I have just completed the review of your adequacy response received April <br />1, 1983, and several points of clarification need to be addressed before <br />the Board meeting of April 21-28, 1983. Please have your response to us <br />by April 22, 1983. The following points need to be addressed: <br />Exhibit D - Mining Plan <br />(1) The staff feels that the incorporation of brush in pit slopes will <br />lead to piping and instability of the slopes. Therefore, please <br />submit your alternative approach to dealing with the excess brush. <br />Exhibit E - Reclamation Plan <br />(1) If brush is incorporated in any material that will be used for <br />re vegetation purposes, then it becomes necessity to fertilize, <br />because you have increased the amount of carbon residue in relation <br />to available nitrogen. Therefore, in order to break down the brush <br />and thereby release nitrogen for plant use you must fertilize. <br />Please submit your fertilization plan to reduce carbon to nitrogen <br />ratios that will then ensure that vegetation will not be depleted of <br />nitrogen. <br />(2) Please supply us with species and seeding rates or transplanting <br />rates for shrubs if shrubs are not incoporated in overburden <br />stockpiles. <br />Exhibit G -Water Information <br />(1) Do you have existing water rights for Colorado river water? ,r~~~ <br />(2j Have you complied with the letter from the Office of the State//~~ <br />Engineer, Division of Water Resources, dated March 3, 1983?
