DANIELSON, DEPUTY STATE ENGINEER <br /> SUBJECT: COWAN CONCRETE PRODUCTS, LARIMER COUNTY - APPLICATION FOR MINING <br /> AND RECLAMATION PERMIT <br /> As requested, we have reviewed the application for a gravel pit near <br /> Fort Collins. The water resource information provided is minimal and does <br /> not satisfy the requirements of the Rules and Regulations , Exhibit G, <br /> established by your Board. Furthermore, the disturbances to the hydrologic <br /> balance of the affected land and of the surrounding area have not been <br /> evaluated. Needless to say, the evaporation from the resulting 94 acre <br /> lake is significant in this over-appropriated watershed and must be considered. <br /> Also, the impact of dewatering on surrounding wells has not been considered. <br /> Apparently, the water rights owned by the applicant will only be used <br /> to establish vegetation as part of the reclamation plan and then would be <br /> available for irrigation of other lands or purchase by other water users. <br /> These water rights have not been committed towards the reclamation of the <br /> evaporation losses. <br /> Due to this incomplete submittal , we do not recommend approval of this <br /> application. <br /> J ris A.
