The monitoring program proposed to ensure groundwater levels do not fluctuate more than two <br />feet at the location of large trees on land adjacent to the proposed permit area appears to be <br />excessive. Other than sediment and fuel, DMG has not identified any means by which the <br />surface or groundwater resources could be contaminated. Adequate spill containment for the <br />fuel, and adequate sediment control plans are being addressed in the application to minimize <br />these potential contaminants. The proposed plan includes numerous wells for monitoring water <br />quality and water table level. DMG believes only a select few wells are required at the pit <br />perimeter between the dewatered excavation and the off-site trees to be protected and possibly <br />the pond to the southeast of the proposed site. If the applicant wishes to collect baseline water <br />quality for their own purposes and compare to quality of water in the future, that is their right, but <br />will not be required in this permit. Please specify which wells will be installed and provide <br />construction details for these wells. This information will need to be included in Exhibit D and L <br />and will be used to calculate well abandonment costs to be included in the reclamation cost <br />estimate. <br />21.
