•
General Introduction
TAB 10
VEGETATION
Baseline vegetation studies were conducted on the Yoast Mine permit area in 1990, 1992,
and 1994. The baseline study area totals 2960.1 acres while the mine permit area ~~
encompasses a slightly smeller area of 2253.3 acres. The vegetation studies were
completed to fulfill the requirements in Rule 2.04 of the Rules and Regulations of the
Colorado Mined Land Reclamation Board (CXLRB) for Coal Mining and were generally
structured on the current CM LRB vegetation guidelines. ESCO Associates Inc. (ESCO) of
Boulder, Colorado conducted 'all baseline field studies. Vegetation mapping, including
areas within the one half mile habitat buffer, was completed by Peabody Coal Company (PCC)
personnel in 1990, 1992, and 1994. Mapping within the study areas was verified by ESCO
personnel during the 1990 and 1992 field studies.
• Summary of Vegetation Studies
1990 Vegetation Studies. The 1990 baseline vegetation study area included ell potential
mining areas and associated disturbances but excluded the as yet, undefined haul road
corridor. The study area was somewhat larger than the proposed permit area to provide
buffers for permit area extension if needed. Figure 1 illustrates the relationship of the
1990 study area to the permit area.
The 1990 studies were conducted according to the CMLRB "Guidelines for Compliance with
Land Use and Vegetation Requirements" with some minor modifications. The study design was
discussed with Carl Mount and Mat Hayes of the Colorado Mined Land Reclamation Division
(CMLRD) and Vern Pfannenstiel of PCC in a meeting on April 14, 1990. CMLRD approved the
study design, with added clarification, in a letter from Carl Mount (CMLRD) to Vern
Pfannenstiel (PCC) on May 9, 1990. Sampling methods and sample parameters for the 1990
studies are detailed in Attachment 10-1, 1990/1992 Vegetation Report. Sampling
intensities were to adequacy for cover and to specified maximums for production and
density. Table A22 in the 1990/1992 Vegetation Report summarizes sampling intensities for
• the various parameters-
1992 Veae[a[ion Studies. The supplemental 1992 baseline studies were conducted in the
1 Revised 03/01)95
