3.1.9 - Topsoiling <br />(1) Topsoil will be stockpiled in close proximity to the mine areas. in order to shorten haul <br />distances to and from the areas that were stripped. Once the topsoil has been removed <br />and segregated from the other spoil or product, it will be saved for replacement. If the <br />duration before use exceeds one full growing cycle, the topsoil stockpiles will be seeded <br />with. a western wheatgrass to control erosion. <br />(2) Mining on the affected lands will disturb no woody vegetation. <br />(3) Stockpiles will be configured to minimize erosion and will be located in areas where <br />disturbance by ongoing mining operations will be minimized. <br />As stated in 3.1.9 topsoiling (1) above, if necessary, stockpiles will be seeded for the <br />purpose of stabilization. <br />(4) It is planned to locate topsoil stockpiles so material will only have to be handled one <br />time. No relocation of topsoil is proposed. <br />(5) The operator will take measures to assure the stability of replaced topsoil on graded <br />slopes by roughing the subgrade to gain a mechanical bond to the topsoil being replaced. <br />This should insure the elimination of any slippage zones. <br />(6) It is the operator/applicant and landowners opinion that the'topsoil present on site is <br />adequate to establish the seed mix recommended by the NRCS. No replacement topsoil <br />is planned to be imported for reclamation. <br />(7) Fertilization: As per NRCS recommendation. No less than 10 pounds of nitrogen (N) <br />and 40 pounds phosphate (P2O5) per acre. <br />(8) Vegetative piles, if any, will be minimal and shall be removed from the area or utilized <br />in the reclamation of the mine site. <br />
