• • MINING PLAN <br />areas exhibit prime indicators of jurisdictional wetlands and until otherwise determined will be <br />assumed to be jurisdictional. <br />Permit Boundary and Affected Land Definition <br />The mining and the reclamation plan maps (Exhibits C and F) show the location of the <br />permit boundary. This boundary defines the outer limit of any disturbance that results from the <br />operation. The affected land will not exceed this permit boundary. Actually, the affected land is <br />somewhat less than the permit boundary area because the permit boundary, especially along the <br />river, has generally been established along identifiable features and lines. Furthermore, the permit <br />boundary has been defined to provide an easier identification of its location. It often follows <br />existing fence lines or property lines. Where there are no fence lines to define the boundary, the <br />boundary has been established to follow more or less straight or geometrically uniform curves that <br />can be identified on the ground. <br />Important note regarding the access corridor: At the same time this application was <br />submitted a partial bond release request was also submitted for those portions of the northwestern <br />part of the Great Blue Heron Pit (Permit M-1988-023) that are reclaimed or no longer need to be <br />bonded. A part of that land is to be included in this permit and when this permit is approved those <br />]ands will come under permit and bond again. This procedure is required because it is the policy of <br />the Mined Land Reclamation Board that a single piece of property cannot be included in two <br />separate permits. This procedure was recommended by the Division. Therefore, this permit cannot <br />be fully approved for operation until that release becomes effective and the access can be completely <br />included in this permit. <br />Phases <br />This operation will be conducted in two phases. Phase 1 is located west of Brttsh Hollow <br />Creek. Phase 2 is located east of that drainage. Brush Hollow Creek itself will not be affected except <br />for the removable bridge across the drainage to the plant site in Phase 2. This bridge will continue <br />to be used throughout the life of the mine because it is the most convenient pathway to the <br />entrance location. <br />Based on the volumes of gravel present, it appears that about one-third of the life of the <br />operation will occur in Phase 1 with the remaining two thirds in Phase 2.
