Wilson <br />Leadville Mining 8 Milling Corp. <br />700 Carr Street <br />Lakewood, Colorado 80215 <br />Re: File No. M-90-057, Hopemore 8 Leadville, APPROVED WITH CONDITIOWS <br />Decision Letter - Financial and Performance Warranty Request <br />Dear Mr. Wilson: <br />On June 4, 1990, the Mined Land Reclamation Division approved with conditions <br />your 110 mining permit application. The following conditions were agreed <br />upon by Leadville Mining and Milling Corporation to meet the requirements of <br />the Mined Land Reclamation Act. <br />1. Leadville Mining and Milling Corporation wi71 submit copies of <br />correspondence with the State Engineers Office regarding water <br />rights and the Colorado Air Quality Control Division regarding <br />an air permit for the Leadville Custom Mill. <br />Leadville Mining and Milling Corporation will perform quarterly <br />water quality sampling from tailings effluent to verify potential <br />impacts to the Wibbenmeyer's water supply. Parameters to be <br />analyzed for will be determined based on the results of the initial <br />tailings and decant solution tests. Tailings and decant solution <br />will be analyzed for acid base potential, Ph, Pb, Zn, Cu, Cd, As, <br />N, Ag, Al and Mn. <br />Surface water diversions will be sized to convey the flow from a 25 <br />year-24 hour or 25 year-6 hour storm, whichever is greater. Flew <br />calculations and diversion design should be submitted to the <br />Division within 30 days of permit approval (July 5, 1990). <br />4. Leadville Mining and Milling Corporation will construct an earth <br />liner in the tailings impoundment of materials with permeabilities <br />less than or equal to 2 feet per year. A minimum of 12 inches of <br />suitable material should be compacted to 95b Proctor Density. <br />Field run compaction data should be submitted for each phase of the <br />tailings disposal facility immediately after construction. <br />
