These comments are in addition to
previous comments submitted in a letter dated March 5, 1999 which
identified concerns with the water-quality characterization in the DEIS.
In the attached letter dated M14arch 8, 1999 Crom Mr. I:urt ~'ielsen,
General Manager oCAmertcan Soda, L.L.P., Mr. Nielsen has satisfactortly
addressed the water-quality issues identified by Rio Blanco County. Our
main concern is to ensure that existing surface and groundwater ~vater-
quality is maintained. .A water-quality monitoring program as outlined in
the attached letter from r\mencan Soda L.L.P. would be expected to
provtde reasonable assurance chat our existing water-quality is protected
and that iCany problem develops. «'ould be quickl~~ tdentified and
corrected.
American Soda L.L.P. personnel have been cooperattvc ~v~th Rio
Blanco County in addressing all identified issues. We have every reason
to believe that am' future potcnual issues will be adequatcl~~ resolved and
'hat American Soda L.L.P. ~.~'iil be a good neighbor and asset to cnir
communirv.
