Following are <br />our responses to your questions, submitted by myself on behalf of the <br />applicant. The format of the responses will be to repeat your question <br />followed by the response. <br />QUESTION 1: The Division understands and appreciates the Fountain Colony <br />commitment to reclaiming disturbed areas as contemporaneously as <br />practicable. The Division actively encourages this activity as it not only <br />accomplished land reclamation, but reduces the operator's reclamation <br />liability at any one point in time. To accomplish this contemporaneous <br />reclamation, the Division asks the applicant to plan a road system within <br />the mining area which will allow for efficient site access, yet minimizes <br />disturbances through areas which have been reclaimed. <br />RESPONSE: The site largely dictates the sensible road format. The site <br />is characterized by eastward directed fingers of gravel which extend from <br />a generally higher elevation area on the western portions of the site. <br />Because the roads would best be kept at a high elevation, it is sensible <br />to have a main access road which extends more or less along the western <br />edge of the site. FYom this main road, various side roads would follow <br />high areas to the extraction areas on the fingers. <br />In effect, a single, main road would extend along the west boundary <br />area to a point where access to a finger would be required. As the <br />finger is completed that road would be reclaimed and the main road <br />extended further south to a point where access to the next finger would <br />be needed. In this way, access road impact would be restricted and <br />minimized causing the least amount of disturbance to reclaimed areas. <br />
