• <br />Lorencito Coal Company <br />Permit No. 01 LA0642 <br />Initial Approval <br />page 2 <br />Colorado Department of Public Health and Environment <br />Air Pollution Control Division <br />The Division's approval of the control plan is based on the submitted production level as <br />listed below. Prior to any increase in daily or annual production rates, the applicant shall <br />submit an Air Pollutant Emission Notice and Control Plan revision which will be subject to <br />Division review and approval to ensure compliance with the National Ambient Air Quality <br />Standards for particulate matter. Records of the actual production rate shall be maintained <br />by the applicant and made available to the Division for inspection upon request. <br />(Reference: Regulation 1, III.D.1.b.) <br />Production of coal shall not exceed 4236 tons per day and 720,000 tons per year. <br />Blasting shall not exceed 4 blasts per day and 1020 blasts per year. <br />Coal stockpiles shall not exceed 0.57 acres. <br />This activity shall not result in the exceedence of the following emissions of fugitive total <br />suspended particulates (TSP) and fugitive particulate matter of less than ten microns (PM,oI. <br />These emission limits are based on the production rates listed above. The Division assumes <br />that these levels are being met if the control measures stated in the approved control plan are <br />followed and the stated process rates are not exceeded. <br />Total Suspended Particulate 993.62 tons per year. <br />Particulate Matter (PM10) 292.07 tons per year <br />• <br />5. Emissions of non-fugitive air pollutants from crusher or conveyor transfer points shall not <br />exceed the following limitations las calculated in the Division's preliminary analysis): <br />(Reference: Regulation 3, Part B, III.A.4) <br />Particulate Matter: 0.47 tons per year. <br />PM10 (Particulate Matter<10 µm1: 0.22 tons per year. <br />6. A Revised Air Pollutant Emission Notice (APEN) shall be filed: (Reference: Reg. 3, Part <br />A,II.C) <br />Annually whenever a significant increase in emissions occurs as follows: <br />For any criteria pollutant: <br />For sources emitting 100 tons per year or more, a change in actual emissions of five <br />percent or 50 tons per year or more, whichever is less, above the level reported on <br />the last APEN submitted; or <br />For any non-criteria reportable pollutant: . <br />If the emissions increase by 50% or five 151 tons per year, whichever is less, above <br />the level reported on the last APEN submitted to the Division. <br />b. Whenever there is a change in the owner or operator of any facility, process, or <br />activity; or <br />c. Whenever new control equipment is installed, or whenever a different type of <br />control equipment replaces an existing type of control equipment; or <br />. d. Whenever a permit limitation must be modified; or <br />071 /0071 /002 var. 2100 <br />
