Air Perms Applic®on for Lorn¢ito Cos( Car~mry
Emission Factor and Controls
i
' The emission Factor for blasting coal and overburden is: 0.5* 0.0005 *A' 1.5 lb/blast (AP~2,
- Table 8.24-2, dated 9/88). No controls aze practicable. The average azea (A) to be bL~stedu
22,500 ftZ (150 ft X 150 ft). No controls are practicable.
Annual Emissions
Annual emissions will be: 843.7 ]b/blast * 255 blasts/year = 215143.50 lb/yeaz = 107.57
tons/yeaz.
Active Stockpile Erosion at Underground Mine Portals
Process Description
Coal will be stockpiled at portal exits as it comes off conveyors before it is loaded onus trucks for
transport to the rail load-out facility. A maximum of two days production will be stockpiled at
any one time. In most cases, coal will be continuously loaded onto haul trucks for delivery to the
Loadout Facility. Therefore, the stockpile will be smaller most of the time. As a conservative
estimate, the maximum stockpile size is analyzed.
Emission Factor and Controls •
The emission factor for active stockpiles is: 0.5*1.7*(s/1.5)*[(365-p)/365]*(f/15) lb/day/acre
(APCD Fugitive Particulate Emissions, Section VIII, Equation 3)
where:
f=% time wind > 12mph = 27%, estimated from Trinidad/Las Animas County ,airport, the
nearest location where a wind climatology is available. The wind climatology was obtained from
the National Climatic Data Center in Asheville, North Carolina. A seazch of the NCDC indicated
the most complete and long-term wind database for Trinidad was for a period of record January
1948 to December 1958, and October 1960 to September 1961).
p= precipitation, snow cover, and freezing days = 71, estimated from APCD Fugitive Particle
Emissions, Appendix D, Tables D.1 and D.2 for Pueblo)
s= silt content % = 6.2% (mean value used from APCD Fugitive Particulate Emissions, Section
VIII, Table 11.2.2-1)
Controls: None practicable.
•
