In year • three of the plan, the box cut at the P-1/P-2 Mines will be constructed. Mining will commence in these mines in yeaz four and yeaz five. Support facilities which will be constructed inchtde surface facilities at the three portal sites and surface mine, haul and access roads, and shuttle tram loadout facility. All facilities and equipment to be constructed and operated during the Must permit term are described in the sections below. Operation Description Surface Mine Surface training activities will begin during year one of the mine plan. The first phase: of surface mining will begin in the northwest portion of the mine area and proceed east (Figure 2). The area to be disturbed will be cleared of trees/blush and topsoil will be salvaged and stored in stockpiles. Overburden and interburden material will be moved to fill areas or used as back fill fir previous pits. Overburden material will be moved by a combination of methods which include dozers, loader and wck, and cast blasting. Production benches for each major coal seam will be approximately 150 feet in width. A maximum of 1,500 linear feet of pit will be open at any one time. The first cut through the ridge will be left open for the second phase of the surface mine which will extend through the southeast portion of the mine area. Highwall created during the mountaintop removal operation that will be eliminated during subsequent mining operations will (. not be counted towards the 1,500 linear foot restriction. This will also apply to highwall created by contour mining within the boundaries of valley fills providing that the highwalls are eliminated during the construction of the fill. LCC will engage in blasting and blast casting of overburden and coal seams. The general sequence for drilling and blasting will be as follows: 1. Establish drill bench on the overburden; 2. Drill the blasting pattern; 3. Load drill holes with explosives; 4. Blast overburden; 5. Remove blasted overburden with front-end loaders; 6. Clean top of uncovered coal seam; 7.
