In year • <br />three of the plan, the box cut at the P-1/P-2 Mines will be constructed. Mining will commence <br />in these mines in yeaz four and yeaz five. Support facilities which will be constructed inchtde <br />surface facilities at the three portal sites and surface mine, haul and access roads, and shuttle tram <br />loadout facility. All facilities and equipment to be constructed and operated during the Must permit <br />term are described in the sections below. <br />Operation Description <br />Surface Mine <br />Surface training activities will begin during year one of the mine plan. The first phase: of surface <br />mining will begin in the northwest portion of the mine area and proceed east (Figure 2). The area <br />to be disturbed will be cleared of trees/blush and topsoil will be salvaged and stored in stockpiles. <br />Overburden and interburden material will be moved to fill areas or used as back fill fir previous <br />pits. Overburden material will be moved by a combination of methods which include dozers, <br />loader and wck, and cast blasting. Production benches for each major coal seam will be <br />approximately 150 feet in width. A maximum of 1,500 linear feet of pit will be open at any one <br />time. The first cut through the ridge will be left open for the second phase of the surface mine <br />which will extend through the southeast portion of the mine area. Highwall created during the <br />mountaintop removal operation that will be eliminated during subsequent mining operations will (. <br />not be counted towards the 1,500 linear foot restriction. This will also apply to highwall created <br />by contour mining within the boundaries of valley fills providing that the highwalls are eliminated <br />during the construction of the fill. <br />LCC will engage in blasting and blast casting of overburden and coal seams. The general <br />sequence for drilling and blasting will be as follows: <br />1. Establish drill bench on the overburden; <br />2. Drill the blasting pattern; <br />3. Load drill holes with explosives; <br />4. Blast overburden; <br />5. Remove blasted overburden with front-end loaders; <br />6. Clean top of uncovered coal seam; <br />7.
