To the best of my knowledge, based upon my professional expertise and to <br />• the extent possible, this haul road at the Seneca II-W Mine was <br />constructed with prudent state~f-the-art earthen construction. Further, <br />the structure was constructed in ccu[g~liance with the approved design, to <br />the extent possible, as specified in Tab 13 of the approved permit. <br />Drainage wntrol is provided by culvert and ditches and are listed in <br />Tables 1 and 2. <br />The as-built haul road location, and the horizontal and vertical alignment <br />are shown on F]dribit 13-12.4. The road width is adequate for the <br />anticipated volume of traffic. <br />Density tests were taken to ensure proper compaction on all fill areas. <br />All fill was placid in accordance with specifications found in Tab 13 of <br />the approved permit. The road structure appears to be stable, evidencing <br />no indications of cracks, deep rutting, settlement, or slope instability. <br />F7cisting side cut slopes are 1.5H:1V or flatter. Cut slope stability is <br />not a problem at this time since no existing cut slopes were steeped. The <br />• fill slopes are mostly 2H:1V and were reconstructed according to the <br />approved abatement plan for NOV C-90-018. <br />The as-built drawings will replace the design drawings. <br />To the best of my knowledge aryl belief, field adjustments made during the <br />construction of the structure are in conformance with the Rules and <br />Regulations and the intent of the approved designed plans and <br />specifications as approved by the Colorado Mined Land Reclamation <br />Division. <br />SEP 1 ~ lyyl <br />Date <br /> <br />Revised 09/13/91 <br />~~~~~ <br />
