INTRODUCTION <br />The Mine F1~trance Haul Road (I~-IR) was designed and constructed during <br />1989 and 1990 in preparation for coal haulage in 1990 from the Seneca II-W <br />Mine area. The MFI-II2 only modified the existing access road by increasing <br />the width of the road. Tables 1 and 2 contain the as-built culvert and <br />ditch design summaries, respectively. The as-built calculations for <br />ditches and culverts are contained in Attachments 13-6 and 13-7, <br />respectively. This certification covers approximately 8,200 feet (1.55 <br />miles) of the MF1ff2. <br />CONSTRUCTION SUMMARY <br />In accordance with Rule 4, Part 4.03.1(1)(d) of the Rules and Regulations <br />of the Colorado Mined Land Reclamation Board pursuant to the Colorado <br />Surface Coal Mining Reclamation Act 34-33-101 et. seq., I, Ronald J. <br />Gehrke, hereby certify that the construction of the Mine E7itrance Haul <br />Road was inspected by me. I, Ronald J. Gehrke, am a 1977 graduate .in <br />civil engineering and I have been a Registered Professional F3tgineer in <br />• Colorado since November 22, 1982. I visited the site on numerous <br />occasions during the construction period. <br />On September 20 and 21, 1989, I visited the construction site and observed <br />placement of fill material according to the approved design and <br />specifications. <br />I visited the construction site again on November 7, 1989 and observed <br />placement of fill material. These activities were conducted in accordance <br />with the prudent state-of-the-art earthen_wnstruction. On March 26 and <br />27, 1990, I inspected the MEi-II2 ar l' constructs n was cortq~leted except for <br />some additional surface material to be placed. I inspected the MEIII2 on <br />May 21 and 22, 1990 to check the drainage control and horizontal and <br />vertical aligrmient. <br />The purpose of my inspections and certification was to ensure proper <br />construction of the Mine E7~trance Haul Road and to satisfy the <br />requirements of Rule 4.03.1(1)(d) of the Colorado Mined Land Reclamation <br />.
