4 - 79 <br />• 4.7-1 AIR QUAI-ITY PLAN <br />Grand Valley has received approval from the Air Pollution Control Division of the Colorado <br />Department of Health through Emission Permit Number 13GA2573 for the operation of a coal <br />mine in McClane Canyon .The permit covers all operational aspects of the mining activity. Only <br />a minimum amount of disturbance and resultant air emissions are expected. <br />The permit has been issued along with the permit for Munger Canyon Mine, 13GA257-2. <br />The conditions of the permit are listed on the permit which is contained in Appendix E. These <br />conditions include a provision that the maximum coal production at the McClane Canyon Mine <br />shall not exceed 246,000 tons annually. The Munger Canyon Emission permit allows for annual <br />production of 897,000 tons annually. <br />Grand Valley will make application to the Air Pollution Control Division to allow combining the <br />mines into one "bubble" that will allow for production levels of up to the sum of the annual <br />production quantities listed on the permit, 1.14 million tons per year. Prior to increasing <br />production above the permitted 246,000 tons annually. <br />Alternatively, Grand Valley will apply to the Air Pollution Control Division to increase the <br />• annual tonnage of the McClane Canyon Mine to allow for anticipated production levels. This <br />application will be made and approved by the Air Pollution Control Division prior to exceeding <br />production limits specified in the existing permit. <br />Grand Valley will also be using other controls that may exceed the conditions of the existing <br />permit. Some of the additional measures that Grand Valley has used include: <br />~ Application of dust suppressants to the haul road. <br />~ Installation of sprinkler systems in critical areas. <br />~ Speed limit of 15 MPH on the haul road. <br />Revegetation of disturbed areas and stockpiles. <br />DMG will tie notified of changes to the Emission Permit prior to conducting any new activity <br />or expanding any existing activity beyond permitted levels. <br />• <br />M~ Volume 1 4.29.96 <br />
