..
Mr. Leroy Belt -3-
(b) your reclamation plan shows this area to be reclaimed
X pit. If the pit will be wet at various times of the year,
revegetation plan may be appropriate. Please discuss this
further.
`/ (c) Please clarify the distance to the Rio Grande canal. I7
/X\ closer than 200' to the permit area, an agreement with the d'
may be necessary.
Exhibit E
1. Please reference my comments above concerning whether the
is to be wet or dry.
rch 7, 1984
a dry
ther
ter
1t is
tch company
lalmed pit
2. The SCS mentions that the severity of this site may require mendments
such as irrigation and mulching, but none are committed to at this point. I
suggest that you consult with the SCS concerning a possible commit ent to
mulching (suggested rate of 4,000 lbs./acre), irrigation, and fert lizatton
for the revegetation mixture suggested to your plan.
3. The reclamation plan mentions a lower limit of 3 Inches for ~he depth of
replaced topsoil. Even considering the presence of an old gravel it area on
site, an analysis of the soils data shows that more topsoil than t at should
be available for use in reclamation. Furthermore, salvaged topsol is to be
augmented with crusher floes. Given the fact that 3" of topsoil 1 very
probably too little to get revegetation, please recalculate your a ailable
topsoil (and floes) and commit to a somewhat more reasonable figur 1f
possible. If 3" of topsoil is all that is available, soil amendme is such as
manuring may be necessary.
Exhibit F
1. Before our Board can consider this application, we wi]1 need
confirmation that Rio Grande County has approved the zoning on th1 site. The
county should furnish this confirmation to our Division before the March
22-23, 1984 Board meeting.
I have tried to be comprehensive in this review, such that our nec ssary
correspondence will be minimized. If we can resolve the various issued
discussed 1n this letter, this application can probably be present d as a "no
problem", written presentation to the Board, and you will not need to be
present at the meeting.
Please call me if you have any questions concerning this letter.
S~e~ 1 y}..,.7~.~.~ ,~.or "111«
-~f_ k L e
Mark S.
