October 1997 revealed that the seep issues from a sandstone layer below the level of the
South Pit and above the level of the Permanently Reclaimed Spoils Area. Flow from this
seep enters the road drainage ditch and renters the ground approximately 250 feet below
the seep. Native hydrophytic vegetation has grown azound the seep and ditch and
mitigates any acidic content of the seep prior to reentry into the ground.
Explosives and Blasting
Currently there aze no explosives used or stored on-site. At such time as mining resumes
and the need for blasting products is determined, OEI will revise and update the blasting
information.
Ammonium nitrate grill and dynamite were used during mining. Explosive quantities to
be used have been provided in Appendix 5-5.
The blasting plan provides for the retention of blasting records (logs) showing:
• Drilling patterns, column size, number of holes, spacing of holes, and depths (based
on professional studies by Mr. Don Howell conducted for the Carbon Junction Mine).
• Chazges and packing of holes will be specified. Initially, primacord will be used as
the detonator (fuse) with case primers and/or dynamite until the mining azea is
enlazged. Thereafrer, electric detonation devices will be used with the appropriate
timing sequences and detonation controls.
• At all times, the sequence and timing of firing holes will be controlled and a delay
pattern sketch will be made with each blasting incident.
Blasting warning signals and access control have been addressed in the blasting plan
(Appendix 5-5).
No blast monitoring equipment is necessary as the neazest buildings are in excess of
1,000 feet away. The neazest public building (structure) is in excess of 3,000 feet distant.
OEI will restrict the maximum weight of explosives to be detonated in any 8 millisecond
period to 2,500 pounds.
If pre-blasting surveys aze required, they will be conducted in accordance with current
CDMG regulations.
If unavoidable hazardous conditions occur, (e.g., electrical storms, misfires, personnel
sickness or injury, equipment breakdown), appropriate actions will be taken in
accordance with all applicable parts of the regulations.
TROB, TRl1(v1.0) 5-21 Revised 9/97, 08/02
