Coulson Excavation Company Inc. -Stroh Gravel Pit
Exhibit E -Reclamation Plan
Reclamation will convert the mined-out azeas in the south zone to water storage ponds
(reservoirs). Grading slopes from 0.5:1 to 3:1 will require approximately 188,239 yd3
There will be two ponds occupying a total area of approximately 65 acres (See Exhibit F).
Approximately 51,853 yd3 of topsoil will be replaced at a depth of 2 ft. Approximately 726,377
yd3 of overburden material will be hauled offsite.
Surrounding Land Use
The affected land (mining cells, sediment ponds and stockpiles) in the north and south zones will
be reclaimed. The land is currently zoned for farming (FA) and post mining land use will consist
of enhanced PMJM habitat and developed water resource.
Current land uses within the proposed pit area include farming, mining, transportation and rural
residential. Land uses surrounding the permit azea include agriculture and mining.
Reclamation Sequence and Timetable
Phase I
Reclamation will occur in the south zone beginning with backflling overburden around the
perimeter of the pond area to be constructed in Cell 1 (See Exhibit F). Backfilling will create a
slope of approximately 3:1 that will become the pond wall slope. There is approximately 3641
lineaz ft of pit wall to be backfilled from 0.5;1 to 3:1 or 67,425 yd'.
Liner construction will begin by dozing 36,140 yd3 of shale from the bottom of Cell 1 and pond
liner construction will proceed as described in the "Pond Liner Design and Specification" section
herein. The remainder of Cell 1 will ultimately become a 15-acre pond.
The remaining 5.6 acres will be replaced with topsoil to a depth of 2 ft (18,199 yd3) and re-
seeded as described below.
Phase II
Following completion of mining in Cells 2 and 3, the perimeter of the pond area to be
constructed in Cells 2 and 3 will be backfilled. Backfilling will create a slope of approximately
3:1 that will become the pond wall slope. There is approximately 6524 linear fl of pit wall to be
backfilled from 0.5:1 to 3:1 or 120,814 yd3.
Approximately 156,438 yd3 of shale then will be ripped from the bottom of Cells 2 and 3 and
pond liner construction will proceed as described in the "Pond Liner Design and Specification"
section herein. The remainder of Cells 2 and 3 will ultimately become a 50-acre pond. The
remaining 10.43 acres will be replaced with topsoil to a depth of 2 ft (33,654 yd3) and re-seeded
as described below.
