Removal from the site by way of pushing stockpiled areas to a <br />loader, or direct loading from the stockpiles by the loader onto trucks, <br />for transport off the site. <br />The machinery utilized in the above operation will be: <br />A. Two (2) Caterpillar bulldozers, a D-8 and D-9 (at most - <br />at least one of these two bulldozers); <br />B. One (1) 966 Caterpillar rubber fire loader; and <br />C. The five (5) company trucks, three (3) end dumps and two <br />(2) tandems. (Other contractors may haul materials purchased - depending <br />upon contracts, the five (5) company trucks would be the trucks in use <br />and as many as five (5) other than canpany trucks of contractors purchasing <br />materials could also be in use at any one time. <br />The greater part of the sand and gravel operation will be located <br />in the Southeast Quarter of the Northeast Quarter, as shown by the quarter <br />quarter section definition on Map "B". One (1) to one and one-half (1 <br />1/2 acres, if the 9 acres are fully utilized, will be located in the <br />Northeast Quarter of the Northeast Quarter as shown on Map "B", this <br />being the North end of the pit. <br />In the past, the mining operation has supplied both government and <br />nongovernmental customers in the manner set forth above. Topsoil has <br />been sold, as well as sand and gravel materials. Various mixes have <br />been prepared by the import of other materials to mix with the materials <br />excavated from the site - the topsoil and the sand and gravel - as contracts <br />required. As noted initially, at the time the Board considers this <br />application, the pit is operating under a special permit. The extent of <br />this special permit is realized and the extent of this limited impact <br />permit, if granted, is also realized as stated above. <br />The long run objective of this operation is to return it to its <br />ability to sell materials in excess of 70,000 tons per year and out of a <br />pit larger than 10 acres to all types of customers. Shortly following <br />the submission of this application will be an application for a regular <br />permit so that the 9.75 acre site herein described can and will be expanded. <br />It is realized that this will require treatment as if it is a new regular <br />permit because conversions of limited impact permits to regular permits <br />are not permitted under the rules unless the operator has been operating <br />under a limited impact permit for a period of two (2) years. The regular <br />permit application will show an expanded pit size, perhaps greater depth <br />to the pit than mentioned in this limited impact permit application; and <br />will result in additional machinery being used on site, a more extensive <br />and comprehensive reclamation plan with additional reclamation costs, <br />and supplanting of the bond here with a bond under the regular permit. <br />It Should be noted and it will be reiterated in Exhibit "E", the <br />Reclamation Plan, that any references to topsoil or overburden are to <br />the same materials as they exist on the entire site between depths of 3 <br />and 7 feet with topsoil overburden material being a sandy type of rich <br />topsoil which without any soil additives or supplements will support any <br />native vegetation in the area. <br />Finally, stockpiles that exist as of this point in time are denoted <br />on Map "C-1" as to their approximate location and type of material. tt <br />should be emphasized that with regard to some stockpiles, the dozers <br />must push out of the stockpiles to areas where the floor of the gravel <br />pit will permit traction by the loader and loading of trucks for transport <br />of the materials off site. In other words, some stockpiles which exist <br />will permit the direct operation of the loader from the stockpile to the <br />trucks; other stockpiles will require pushing of the materials to a <br />solid floor surface for loading from that point with the loader. <br />EXHIBIT "B" - Mining Plan <br />Page 2 <br />
