<br />EXHIBIT "E" <br />Reclamation Plan <br />Reclamation will be effected by grading the slopes of the pit at a <br />two to one slope, resulting in a depressed triangle upon the premises in <br />the approximate shape of the outermost boundary of the green line, whether <br />it is solid or dashed, as shown on Map "B". Stockpiles of topsoil would <br />be relayered to a depth of 6 to 12 feet to support the vegetation. It <br />should be noted that there are existing piles of topsoil which have been <br />removed as shown on Map "C-1". in addition, by the contours shown on <br />the Exhibit "B" map, to the West of the pit is a high point ridge or <br />crest, and upon the crest of the hill, topsoil exists to a depth of 7 <br />feet and then feathers out in a westerly direction to 5 feet and then to <br />3 feet. Thus, there is undisturbed topsoil of 4 to 5 acres, to a depth <br />of 3 to 7 feet, to the West of the area of excavation, which could also <br />be used by way of leveling down and stripping 1 or 2 feet of topsoil so <br />as to be able to relayer the triangular depression 6 to 12 inches deep <br />with topsoil. The disturbed area on the top from which the topsoil is <br />stripped, would be replanted with wheat, the present ground cover on <br />this area to continue the seasonal marginal farming on this part of the <br />property. <br />The two to one sloping requirements will necessitate a horizontal <br />discing so as to minimize erosion and hold the seed when revegetation <br />occurs. The slopes and the base of the pit will be replanted with a <br />revegetative mix of 8 pounds of pure live seed per acre of the following <br />types of grasses and ground cover and in the following proportions per <br />acre: <br />3 pounds of Western Wheat Grass; <br />2. 3 pounds of smooth Mbrome; <br />3. .5 pounds of sand drop seed; <br />4. 1 pound Russian wild rye; <br />5. .5 pounds yellow sweet clover. <br />Reclamation, as set forth above, will be effected no later than one <br />year beyond the date of termination of mining as set forth in Exhibit <br />"B". As stated in Exhibit "B", 6 to 12 months after the last mining <br />under this limited impact permit, which will be in the neighborhood of 3 <br />years and 9 months from the date of the submission of this application <br />for permit and 5 years from the date of submission of this application <br />for permit, depending upon the intensity of mining in the future. Therefore, <br />reclamation could be complete on this site as early as February 1, 1984, <br />or as late as May 1, 1986. <br />With regard to the reclamation schedule set forth above, again it <br />is noted that the pit is operating under a special permit now and as an <br />intermediate step, this application for a limited Impact permit is being <br />made. The long-term objective is to operate this pit on an expanded <br />scale, both in terms of acreage and in terms of depth, in which event <br />the reclamation plan set forth in the regular application would supplant <br />the reclamation set forth here. Likewise, this reclamation and bond set <br />hereunder would supplant and relieve and the operator of any liability <br />under the special permit - that under which he is presently operating. <br />In sum, then, the reclamation and time table set forth above will be <br />supplanted by a more comprehensive reclamation, perhaps involving some <br />fill and on a sector basis with a more specific time table under the <br />application for a regular permit, which the operator will shortly be <br />submitting. In the event the operator does not, however, this reclamation <br />plan above he fully understands to be what will bind him and to be effective <br />on the property. <br />EXHIBIT "E" <br />Reclamation Plan <br />
