~'c~-.~ <br />• <br />• <br /> <br />4.4.2.4 RECLAMATION COST ESTIMATE -- SUMMARY <br />During November 1967 the previous Operator processed an application for <br />a technical revision, TR-07, to revise the reclamation cost estimates for <br />the mine site and loadout. The revised estimates were prepared using <br />actual costs for the reclamation completed and estimates for the cost of <br />the remaining work. The technical revision was approved on March 15, <br />1988, and the revised reclamation cost estimate is summarized below. <br />ITEM NOVEMBER 1987 AMOUNT <br />Mine Site $527,500 <br />Unit Train Loadout 231,800 <br />Prime Farmland Reclamation 45,000 <br />TOTAL $804,300 <br />Phase I bond release was approved by a letter from the Division dated <br />March 28, 1988. The result of this approval was that 60B of the bonded <br />amount for backfilling and grading the mine site and unit train loadout <br />could be released since the reclamation of those items was accomplished <br />during 1986 b 1987. <br />During June 1988, the prior Operator applied for a technical revision, <br />TR-O8, to incorporate the No. 1 Mine seepage water control, treatment, <br />and reclamation plan into the permit and to make other minor changes to <br />the permit. Two items were added to the reclamation estimates by TR-O8. <br />The first was the addition of a $95,000 prime farmland reclamation <br />contingency which was previously agreed to in TR-07. The second was the <br />addition of $44,300, $41,900 direct and $2,900 in engineering costs, for <br />the reclamation of the area disturbed in May 1988 in order to control the <br />No. 1 Mine seepage. <br />On August 23, 1991, TR-011 was approved. This technical revision revised <br />the reclamation plan for the loadout so that the road that crosses the <br />prime farm land does not have to be reclaimed. Therefore the required <br />bond amount for prime farm land is -0-. <br />By a proposed decision dated November 23, 1993, the DMG released the bond <br />for the Diamond A Parcel at the unit train loadout. The bond amount held <br />for the entire unit train loadout was $92,720. Of that amount, $15,453 <br />was held for the revegetation at the loadout facility which is outside <br />of the Diamond A Parcel.
