Attached <br />are review comments from the Office of the State Engineer which specify the approvals needed prior to <br />exposure and/or use of groundwater at [he site. <br />15. The applicant specifies on page 6 that the property will be dry mined, and on page 8 that the property <br />will be dewatered via dewatetin~ ditches. Accordingly, please characterize the alluvial aquifer to be mined <br />through and include the estimated depth to groundwater. If the depth to groundwater varies throughout the <br />site, please indicate and explain the variation throughout the site. <br />] 6. The applicant specifies on page 6 that the property will be dry mined, and on page 8 that the property <br />will be dewatered via dewatering ditches. In accordance with Rule 6.4.7, please affirmatively stale <br />whether the dewatering operation is expected to directly affect surface or groundwater systems or whether <br />the dewatering operation is no[ expected to directly surface or groundwater systems. <br />17. If the dewatering operation is expected to directly affect surface or groundwater systems as mentioned <br />in Item ] 6 above then please provide a hydrologic assessment of the extent of the impact(s) expected to the <br />affected land and surrounding area, and any measures that will be implemented to ensure that such <br />impact(s) will be minimized as required by Rule 3.1.6(1). (In the absence of a hydrologic assessment such <br />as a prediction of [he cane of depression expected, the applicant may commit to implementation of a <br />monitoring program whereby the static water level is monitored in at least three (3) locations on a monthly <br />basis prior to and throughout dewatering operations). <br />6.4.8 EXHBIT H -Wildlife Information <br />18. On March 21, 2001 the Division sent a notice to the Division of Wildlife (DOW) informins them of <br />the Green/Croissant Property Regular 112 Application. In conformance with Rule 6.4.8(2), the Division is <br />awaiting review comments from the DOW prior to the Board's consideration of the application. To dale, <br />the Division has not received any comments from DOW. The Division appreciates your cooperation in <br />encouragins the DOW to respond in a timely manner, in order [ha[ any DOW concerns may be considered <br />and resolved prior to [he June 18, 2001 decision date. <br />6.4.12 EXHHIIT L -Reclamation Costs <br />19. The reclamation cost provided on page 27 should be revised in accordance with the maximum <br />disturbance criteria listed in item &&& above. The following itemized costs should also be included: <br />backfilling & grading of any excess overburden or topsoil stockpiled on site, backfillin~ & grading of any <br />inert fill material stockpiled on site, wetlands reclamation, mobilization & demobilization of reclamation <br />equipment, and indirect costs of 23.590. Please address. <br />6.4.13 EXHIBIT M -Other Permits 8 Licenses <br />20. The applicant states on page 29 that potential wetland resources will be studied following maintenance <br />and improvements to on-site irrigation ditches. The applicant also states [hat a 404 Permit will be obtained <br />from the U.S. Army Corps of Engineers prior to mining in any area with jurisdictional wetlands. <br />Accordingly, the Division would appreciate a copy of the 404 Permit upon approval from [he Corps of <br />Engineers. Also, we have attached comments received from the Corps of Engineers. Please respond. <br />
