THE SOURCE TO WHICH THIS PERMIT APPLIES IS DESCRIBED AND LOCATED AS
FOLLOWS: - .
Blue Ribbon underground coal mine and associated
above-ground activities, located 2} miles north
on Hubbard Creek Road northwest of Somerset in
Delta County, Colorado.
THE SPECIFIC EQUIPMENT OR ACTIVITY SUBJECT TO THIS PERMIT INCLUDES THE
FOLLOWING:
Processing of coal coming from the underground mine:
equipment includes screens, conveyors, crushers, trucks.
Activities also include stockpiling and transferring to
trucks and stockpiles. Maximum production rate shall not
exceed 200,000 tons per year coal.

THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE
COLORADO AIR QUALITY CONTROL COMMISSION AND THE COLORADO AIR QUALITY
CONTROL ACT C.R.S. 1973 (25-7-101 et ~.), TO THOSE GENERAL TERMS AND
CONDITIONS SET FORTH ON THE REVERSE SIDE OF THIS DOCUMENT AND THE
FOLLOWING SPECIFIC TERMS AND CONDITIONS:
1. Opacity of emissions from coal processing activities shall not exceed
20%.
2. Haul roads shall be watered as necessary to control fugitive dust; if
dust problems develop, chemical palliatives shall be used to control
emissions. '
3. Spray bars shall be employed on crushing and screening activities if
20% opacity requirements are not met.
