Stormwater ManaPemenc Plan (continued) <br />Specific Requirements: (continued) <br />h) (continued) If the Division or the CMLRD finds the proposed <br />changes to be inadequate to achieve the stated goals, or if the <br />procedures established are shown to be ineffective once in place, <br />the permittee shall develop and employ new procedures that are <br />effective. <br />i) Pre-min in e: The permittee shall exercise necessary controls <br />during construction to minimize erosion. The permittee shall <br />amend the plan to include specific procedures to minimize erosion <br />and other factors that contribute to the discharge of total <br />suspended solids and other pollutants from construction areas. A <br />copy of the amended plan shall be submitted [o the Division and <br />the CMLRD. <br />j) Where practicable, the permittee shall employ waste minimization <br />. and ooliution prevention techniques. For more information on <br />this topic, the permittee may contact the Uivision. <br />k) Materials Containment - The plan sha'_1 include information and <br />proced~.ires for the prevention and containment of spills of <br />materials used, processed or stored at the facility, which if <br />spilled, would have a reasonable probability of having a visible <br />or otherwise detrimental impact on waters of the State. <br />This includes materials, especially those exposed to Stormwater, <br />that may be discharged due to poor handling practices, outdoor <br />storage and/or improper waste disposal practices. The plan shall <br />include, but not necessarily be limite3 to: <br />i) A history of spills which have occurred in the three (3) <br />years preceding the effective date of the individual <br />facility cer[iEication. The history shall include a <br />causation of the spills and a discussion of pzeventative <br />measures designed to prevent them from reoccurring; <br />ii) A description of the reporting system which will be used to <br />notify responsible facility management, the State Water <br />Quality Control Division, the Environmental Protection <br />Agency, downstream water users within 5 miles downstream of <br />the facility, and local health officials; <br />• iii) A description of preventative facilities (including overall <br />facility plot) which prevent, contain, or Croat spills and <br />unplanned discharges, including discharges thaC occur due to <br />Stormwater picking up materials addressed in this section; <br />l/ J - See next page. <br />J-13 <br />
