Newspaper "Notice" publication, one time a week fo two (2) <br />consecutive weeks, may proceed. Prior to the December 18-19, 1985 Bo rd <br />consideration of the application, proof of publication and proof that a copy <br />of the publication was either mailed or personally served to: , <br />1. all owners of record of surface rights to the affected land; a d, <br />2. all owners of record of surface rights to the immediately adja ent lands <br />must be submitted (see Mineral Rules and Regulations Number 3.2). <br />The fallowing clarifications are needed for the application to be considered <br />"adequate": <br />Exhibit 8 - Mining Plan <br />1. A. Will subsoil be salvaged? <br />B. If so, it should be segregated and stockpiled separately fro the <br />topsoil. <br />C. Topsoil stockpiled over one growing season should be graded o <br />slopes no steeper than 3H:1V and seeded with a perennial cover rap for <br />conservation purposes.
