Once data is confirneed, an analysis could he performed. <br />Currently this alternative cannot he considered for future construction. <br />The financial analysis demonstrates that Alternative N7 and Alternative N3 <br />cannot be justitied, based on current or projected market conditions. <br />Alternative H2 could be justitied as more cost effective- if tonnaye and con- <br />tract term improve to clearly ident~fiahle and secure levels. <br />Alternative N3 can he justified at a tonnage and contract term which exceeds <br />that of Alternative a2. Prudent business dictates construction of Alterna- <br />tive q2 over construction of Alternative N3. <br />Continued truckiny to meet market levels - Alternative N4 is the only alter- <br />native that can be justified under current conditions. CWI proposes this <br />alternative, fully knowiny that prudent business will dictate construction <br />of another alternative if conditions chanye.
