t NTRDDl1CTI0N <br />~1 <br />~ J <br />Federal Coal Lease C-3721D requires Colorado Westmoreland 1nc., as lessee, <br />to assess both the environmental and economic impacts of alternative methods <br />to move coal from the mine site to the train loadout area, Analysis of the <br />economic feasibility of each alternative is to be presented separately, <br />"(p) The lessee, prior to mining coal, will prepare an NE PA quality <br />environmental analysis assessing alternative methods of transportation. <br />The purpose of the assessment is to determine the most environmentally <br />acceptable and least impacting route and/or means of hauling coal to <br />the loadout facility. The assessment will consider all impacted <br />resources. <br />The alternatives assessed will be determined by RLM (Montrose District) <br />in consultation with the lessee, Delta County, and the State of Colora- <br />do (Mined Land Reclamation Division and State Department of Transporta- <br />tion), The RLM, with the above consulting ayencies, will determine if <br />the analysis meets NE PA requirements upon its completion, The most <br />environmentally and economically acceptable and least impacting route <br />and/or means of hauling coal to the loadout facility will be submitted <br />by the lessee as part of the Colorado Mined Land Reclamation Division <br />permit application, The assessment will be accompanied by a Separate <br />analysis of the economic feasibility of each alternative assessed to be <br />utilized in the decision makiny process." <br />• This section assesses the economic feasibility of each alternative. <br />2 <br />
