DANIELSON, DEPUTY STATE ENGINEER <br />SUBJECT: KILGROE - ATCHISON CONSTRUCTION, ADAMS COUNTY, APPLI- <br />CATION FOR MINING AND RECLAMATION PERMIT <br />As requested by your office, we have reviewed the application for a gravel <br />pit near Henderson. We cannot recommend approval of the application until <br />additional information has been provided to the Board, as follows: <br />1 . The water sources and requirements for gravel mining, dust <br />control, and gravel washing have not been indicated. <br />2. The impact of dewatering the pits during the mining process <br />upon nearby wells has not been evaluated. <br />3. <br />The proposed method for augmenting the South Platte River <br />by utilizing one unit of GASP in conjunction with the unadju- <br />dicated sumps is not acceptable to this office. The total <br />surface area of the gravel pits has not been provided other <br />than to state that it should not exceed 71 acres which is <br />not substantiated on the reclamation plan. One unit of <br />GASP will normally provide 100 acre-feet of water for re- <br />placement purposes which is not sufficient to compensate <br />for the evaporation from 71 acres of water surface. The <br />unit of GASP must be renewed every year and no assurances <br />have been provided that this can or will be done. In general, <br />the plan lacks the degree of dependability that is necessary <br />to compensate for the perpetual evaporation losses from the <br />newly exposed water <br />JAD/SSH:mvf <br />cc: W.
