All topsoil stockpiled for one growing season or longer shoull be planted <br /> with a perennial grass cover crop for purposes of stabilization a ainst wind <br /> and water erosion. One of the wheatgrasses, such as Western whea grass at a <br /> broadcast rate of 32 lbs. PLS/acre, would be appropriate; or you ray wish to <br /> consult with the Soil Conservation Service for a suggestion in th s matter. <br /> �l 2. What is the planned depth of mining on the site of this opera ion? <br /> J3. What is the planned life of the mining operation? <br /> 4. I note that a 100' buffer strip between any mining or mining-related <br /> activities and the river is mentioned in the Soil Conservation Service <br /> v report. Our Division staff agrees that this is essential for the protection <br /> of the nearby Uncompahgre River. Please clarify your commitment lo such a <br /> buffer strip. <br /> Exhibit E <br /> 1 . It is not clear whether or not it is planned to strip the topsoil in the <br /> plant area. Given the probable compaction of any topsoil not stripped from <br /> this area, I have two questions. First, do you plan to strip the topsoil from <br /> this area before using it as a plant area? If so, you should des ribe the <br /> treatment of this topsoil (e.g. , depth stripped, placement of sto kpiles, <br /> planting of stockpiles, etc.) . Second, if you do not plan to str p the <br /> topsoil , how will you either protect it from compaction and loss r treat it <br /> after the plant and stockpiles are gone to allow it to grow alfalfa (e.g. , <br /> ripping, fertilization, etc. )?, The S.C.S. may be helpful in this regard. <br /> 2. I note that you plan to plant Reed canary grass on the margin of the pond <br /> to be created in the mining area. Please supply further details on this <br /> Jplanting. These include seeding rate (i .e. , in lbs. PLS/acre, drilled or <br /> broadcast), mulching and fertilization rates (if any), and further soil <br /> preparation details ( if needed) . Again, the S.C.S. can assist by providing <br /> this information to you. <br /> Please feel free to call me (or have Mr. Thompson call me) if you have any <br /> questions concerning this letter.
