Robert Daugherty Application for a Mined LandRe_cla[nati~ Pe~ iD <br />Cedar Point Picture Rock Quarry RECE V <br />JUL 2 6 2004 <br />6.3.4 EXHIBIT D -Reclamation Plan <br />Division of Minerals end Geology <br />Reclamation activities: <br />The majority of the area is rock outcrop with very little topsoil present. If any topsoil <br />is removed, it will be replaced following rock extraction. The depth (0-6 inches) and <br />location of replaced topsoil will be consistent with the depth and location from which <br />it originated. The average thickness of replaced top soil will be three inches. The <br />topsoil will be placed in the same areas from which the topsoil originated. There are <br />existing natural rock cliffs and drop-offs up to 8 feet in height. Reclaimed slopes <br />with topsoil will be no greater than 3:1. <br />The disturbed areas that originally had topsoil present will be reclaimed by replacing <br />an equal amount of topsoil with an approved weed-free seed mixture (Exhibit E4). <br />Weed-free straw-hay will be used as a cover to protect and stabilize the re-vegetation <br />process. Following rock extraction, all oversized and reject material will be buried in <br />the extracted area, and the soil will be replaced and re-contoured to blend in with the <br />natural topography. The average thickness of replaced overburden is three feet. The <br />reclaimed areas will be seeded no later than the first fall season following surface <br />disturbance. The disturbed ground cover will be scarified and re-contoured for seed- <br />bed preparation, using an excavator bucket. A BLM-approved and certified weed-free <br />pure live seed mix will be used for reclamation (see Table 1 on page 17) The seed <br />will be broadcast by hand and covered about 1/2 inch deep, using a drag bar. <br />Vegetative cover will not be established in areas where surface bedrock outcrops. <br />The area will be considered successfully reclaimed when it has been re-contoured to <br />blend in with the natural topography, and erosion related to the disturbance has been <br />stabilized and an acceptable vegetative cover is established. No ponds are present <br />now and none will be present at the completion of reclamation activities. <br />The access road will be reclaimed when all mining has been completed. No <br />structures or roads will remain after reclamation activities are complete. All <br />remaining rock will be used for wildlife habitat or rangeland use. <br />Reclamation costs: <br />Reclamation cost estimates include the cost for backfilling, seed and seeding, <br />mulching, topsoil application, and labor. Cost estimates are based on the assumption <br />that no more than the 1.5-acre active quarry site would require the redistribution of <br />topsoil and reclamation, including the access road. Including the access road, the <br />reclamation costs fora 1.5 acre area for disturbance is estimated to be $3,500.00, A <br />front-end loader will be used to fill and re-contour any disturbed areas. <br />Daub & Associates, Inc. <br />
